ITC when place of supply is outside India

Sir,

In case of export of goods when an Indian shipping line is engaged by the Indian exporter, the POS remains outside India.

Can the Indian exporter avail ITC? Wherever POS is out of the state of taxpayer, the GSTR-2B says ITC is not available. Further, in news it is being said that he can obtain refund. But under which provision?

Will be grateful if someone clarifies this.
