GST - Ratification of Constitutional Amendment - Many BJP-ruled States are in race but Assam wins by becoming FIRST to do so

GUWAHATI, AUG 13, 2016: WHETHER the NDA Government finally manages to meet the April 1, 2016 deadline or not, there are tale-tell sign of sincere efforts being made by the Prime Minister's team of strategists. The State of Assam has become the FIRST STATE to pass the GST Bill - 122nd Constitutional Amendment Bill. As soon as it was passed by the Assembly unanimously, its Chief Minister, Mr Sarbananda Sonowal is learnt to have received a congratulotry call from the Prime Minister, Mr Narendra Modi.

The Assam Cabinet approved the proposal to table the bill in the Assembly yesterday morning and it was passed by the House by evening. Its Finance Minister, Mr Himanta Biswa Sarma told the media persons that the Chief Minister was keen to grab the numero uno slot in passing the GST BIll to send a positive signal to the industry.

The Chief Minister after the passage of the Bill, said that Assam would benefit from the GST through higher growth and higher revenue mop-up.

After Assam, other BJP-ruled States have been directed by the BJP Party Headquarters to expedite the ratification of the Bill by the month-end. Some of them are in the process of calling a special session to do so. Chhatisgarh is learnt to be in the race to grab the position of one of the first states to ratify the Bill.

The Constitutional Amendment is to be ratified by at least 50% of the States before the same is sent to the President of India for his assent. Even if some of the States like Tamil Nanu do not vote in its favour it will be immaterial to the validity of the Bill.
