NEW DELHI, OCT 13, 2017: THE Election Commission has notified the polling date for the State of Himachal Pradesh as November 9 and would soon be notifying the schedule for Gujarat. And the Gujarat date is going to be any date before December 18 when the HP Assembly results will be announced. For 68 seats, there are going to be 49 lakh voters as per the latest updated electoral rolls.
One of the new initiatives of the EC which would be seen at the ground-level is going to be its decision to set up 'All Women Managed Polling Stations'. To begin with, there will be two such stations in each Assembly Constituency. At such stations the entire polling staff, including the police and the para-military forces, shall be women.
Another major initiative of the EC is the Electronically Transmitted Postal Ballot System (ETPBS) for Service Voter. Election Commission of India has directed that Records Officers shall upload all signed and authenticated forms by 13.10.2017 for all applications which have been provisionally accepted so that they may be included in the final rolls. Further, to ensure maximum enrolment of service voters, a special drive have been organized to include balance Service voters during continuous updation phase from October 19 onwards for a fortnight period.
Commission has implemented ETPBS on pilot basis in four states of Punjab, Uttar Pradesh, Uttarakhand and Manipur and in the entire state of Goa in the State Assembly Elections conducted during Feb-March, 2017 and would extend it in ensuing Himachal Assembly elections too.
The EC has also imposed restrictions on the use of loudspeakers by the poll candidates. It feels it causes serious noise pollution and distrubs student community, the aged and the sick. During the entire election period, the use of loudspeakers between 10 Pm and 6 AM is banned. Further, no loudspeakers fitted on vehicles of any kind or in any other manner shall be permitted to be used during the period of 48 hours ending with the hour fixed for conclusion of the poll in any polling area.
