Manual filing of EGM by shipping lines slows down IGST refund

NEW DELHI, OCT 27, 2017: IGST refund to the tune of Rs 150 Crore is held up due to lack of electronic EGMs relating to exports from hinterland ICDs where the shipping lines at the gateway ports have been filing manual EGMs.

The CBEC Member in his letter addressed to all the Chief Commissioners and Commissioners of Customs has noted that this practice, even though an aberration, did not create any disruption because drawback in the case of ICD/CFS exports used to be disbursed on the basis of train summary report. Rule 96(2) of CGST rules is very clear that for purposes of sanction of IGST, the essential condition is goods being exported out of India.

The Member has advised that the shipping lines may be advised to file supplementary EGMs on ICEGATE / Service Centre which correspond to the manual EGMs submitted in the case of hinterland cargo by the Shipping lines for July, 2017 and onwards by 31/10/2017.
