CBEC Draft Transfer Policy proposes major changes

NEW DELHI, DEC 18, 2017: IT took GST roll-out and 12 years for the CBEC to redesign the architecture of its transfer policy which underwent itchy amendments on several occasions in-between. The Board has released the Draft Transfer Guidelines which propose to divide India into 11 Regions and a minimum tenure for the officers in each region.
The Draft Guidelines propose to categorise all stations in three classes - A, B and C and tenure of stay in those classes of Stations has also been prescribed. The categorization is based on the criteria of number of Commissioner level posts at a station. In addition, all State Capitals other than 7 metros and other than those in North Eastern Region and Jammu & Kashmir have been classified as ‘B’ stations even if they are not eligible under the criteria.
For the constitution of the Placement Committee, the Draft proposes to keep the status quo except for one of the CBEC Members, besides the Member (Admin), selected on the princple of 'Retiring First'. It also proposes to set up Placement Committee at field level.
Separate guidelines are to be framed for the placement of Probationers. On promotion, Group A officers will normally be transferred out of the nation. The officers will also be rotated between the Customs and the GST every two or three years. The Draft also proposes like the existing policy, certain postings to be excluded for reckoning of tenure.
