Govt denies vigilance clearance to 80 officers for failure to file property returns

NEW DELHI, JULY 18, 2018: IN reply to a question in the Lok Sabha, the Union Minister, Dr Jitendra Singh said that in terms of Rule 16(2) of the All India Services (Conduct) Rules, 1968, every member of the Service shall submit an annual return to the Cadre Controlling Authority by January 31 of the year following the calendar year for which the return is being filed.
For the period from January 1, 2017 till March 31, 2018, vigilance clearance has been denied to 80 officers on the ground of filing Immovable Property Returns after prescribed time or failing to file Immovable Property Return.
In terms of DoPT's O.M. dated September 7, 2011, vigilance clearance shall be denied to an officer, if he fails to submit his annual Immovable Property Return of the previous year latest by January 31 of the following year. It may be added that vigilance clearance is required for inclusion in the offer list, empanelment, any deputation for which Central Government clearance in necessary, appointments to sensitive posts, assignments to training programmes, premature repatriation to the cadre in terms of the guidelines contained in DoP&T O.M. No.104/33/2005-AVD.I dated October 29, 2007. From the year 2014 onwards, sanction for prosecution under the Prevention of Corruption Act, 1988 has been accorded in respect of three IAS officers on account of having disproportionate assets.
