Agriculture Ministry permitted drone usage for collecting crop data

NEW DELHI, FEB 19, 2021: THE Ministry of Agriculture has been granted conditional exemption to use drones for remote-sensing data collection in agricultural areas for estimating crop yield under the Pradhan Mantri Fasal Bima Yojana (PMFBY), said the Ministry of Civil Aviation (MoCA) on Friday.
PMFBY is the Centre's crop insurance scheme that extends coverage for losses incurred from pre-sowing to post-harvest stage of the planting cycle.
"MoCA and Directorate General of Civil Aviation (DGCA) has granted conditional exemption for Remotely Piloted Aircraft System (RPAS) usage to the Ministry of Agriculture and Farmers Welfare (MoAFW)," said an official statement.
The permission allows drone deployment by the Agriculture Ministry in 100 districts to assess crop yields by capturing images of the fields at the gram panchayat level.
"The [drone use] exemption shall be valid from the one year from the date of issue of the permission letter or until the operationalisation of the Digital Sky Platform, whichever is earlier," said the ministries.
Agriculture Minister Mr Narendra Singh Tomar had made the announcement in early February and said a large-scale pilot study was conducted by 13 agencies in 64 districts of 15 States to develop technology-driven approaches for direct yield estimation for Kharif 2019 and Rabi 2019-20.
Among the limitations and conditions laid down are those of seeking necessary clearance from the local administration, Ministry of Defence, Ministry of Home Affairs, and air defence clearance from the Indian Air Force and Airport Authority of India (AAI), before operating the drone.
Only trained, experienced and bona fide personnel can operate the drone and the Ministry of Agriculture will be responsible for any malfunction. Records of each flight have to be maintained and made available, if demanded, to the DGCA.
The drone are also restricted to daylight operations, from sunrise to sunset, within Visual Line of Sight (VLOS) in uncontrolled airspace only and at a maximum height of 200 ft (AGL).
