Image building efforts-Instructions from CBEC

Ref: TIOL-DDT 2445 dated 25th September, 2014.
An image building exercise was earlier done in 2012 which has been reported in TIOL–COB–WEB-297 dated JUNE 21, 2012 under the heading CBEC, CBDT Looking for Image Makeover and Promise cared SERVICE to Taxpayers. The CBEC had constituted several Breakaway Groups on issues like GST, Negative List of Services, Automation, Customs - Emerging Areas, LTU - Review and Future Roadmap, Motivation & Image Building at that time. It is relevant to mention that CBEC had also issued Circular No. 224_37_2005-CX.6 dated 24-12-2008 regarding Duties, functions and responsibilities of Sector Officers and Range Officers. The Hon’ble Minister of State for Finance had discussed the issues like transparency, accountability and efficiency at the time of Conference of Chief Commissioners and Directors General held in New Delhi in August, 2014. Now, therefore, CBEC should issue Circulars specifying the Duties, functions and responsibilities of the Assistant Commissioners or Deputy Commissioners incharge of Divisions, Joint commissioners, Additional Commissioners, Commissioners, Principal Commissioners, Chief Commissioners, Principal Chief Commissioners. The information to this effect should be displayed on the website as per the spirit of the Right to Information Act.
