India 'eminently' shares Bribing Behaviour with OECD countries

It is often easy to criticize, condemn and punish those who are involved in bribery. However, unless you remove the primary cause of bribery, it can't be wished away. I believe that the most important cause of bribery is the lack of system in Governments that rewards honesty, sincerity, hard-work and professionalism by giving such officials faster promotions, higher salaries/increments and recognition. You must create a systems, where officers have 'reasons' to work hard and be honest and not one where only the dishonest needs to fear.
