Confusion worse confounded

Ref: DDT dated 24-12-2014 regarding Promotion of 19 Chief Commissioners. This situation was bound to happen because the CBEC has tried to increase the total number of Grades in Group A without any reasoning. Group A in the Indian Revenue Service now consists of 9 Grades as per CBEC Letter F.No. A 12018 /3/2014-Ad II Dated 8th December, 2014. The CBEC has created the Grade of temporary Assistant Commissioners (recently promoted) which will exist only up to 17.12.2018.
As regards the present confusion, the post of Principal Collector was created in 1991 which was renamed as Chief Commissioner in 2000 when the word Collector was substituted with Commissioner. Therefore, there was no need of creating the post of Principal Commissioner in 2014. The CBEC has clarified vide letter dated 8-12-2014 that Chief Commissioners with one year of service are eligible to be promoted as Principal Chief Commissioners and Principal Commissioners with one year service are eligible for promotion as Chief Commissioner. If the Revenue Boards are competent to take decisions on restructuring in such a manner then why the Pay Commissions are constituted after every 10 Years?
