Year ending and target for personal revenue

Ref: TIOL-DDT 2570 dated 01-04-2015 regarding IT vs CBI - Income Tax Officer arrested with bribe of 2 lakhs - Tax officials attack CBI.
The Income Tax officers all over the country were busy on 31-03-2015 trying to achieve their revenue targets and a drama unfolded in Jodhpur (Rajasthan).The CBI laid a trap on an Income Tax officer trying to collect a bribe and he disclosed that he was collecting the money on behalf of a Principal Chief Commissioner. As per news-paper reports both the officers were arrested by CBI on that day.
The CBDT was swift to implement Cadre Restructuring and CBEC was slow in doing this since the same was implemented by them in October, 2014. What should be concluded from the incidents happened at Lucknow and Jodhpur? The purpose of Cadre Structuring has been defeated or not? The mindset and inbuilt qualities of the officers remain unchanged even after up-gradation of the posts.
