Whether refund or other routine adjudication, the crux is putting in effort by the Officer himself without the help of order minting subordinates. you can reject a refund claim or confirm a demand after writing anything. there the end is rejection or confirmation. if the authority wanted to grant a refund or drop a demand, he has to sweat a little bit making a speaking order. if he makes a speaking order with his reasons for the granting or dropping he is safe even if there is some review or appeal. but none, i repeat none, is ready to sweat for the assessee unless he has some axe to grind. why should I? is the question frequently raised. because you draw handsome salary is the answer. if anybody dare to answer so, then he had it. Quality is the missing quality.
