It reminds me Patna High Court order delivered sometime back and the officer was penalised. It appears that the bureaucracy do not bother even the judiciary and act on their whims and fancies. you can not make them responsible or they don't think so and hence act as per their own wishes. This is the character of them in this country. Only God can save the country. Amen.
