War within the Bureaucracy

Sir, I'm extremely pained by the article 'War within bureaucracy' by one Mr Menon. Being an ex-IRS officer, he's perfectly entitled to his views on a vexatious issue. In the guise of expressing his opinions, he's breathing fire and denigrating all officers belonging to SC/ST. I wonder how it's relevant to the issue he writes about. I don't know if the Rev Sec belongs to SC/ST. Assuming he is one, it is in bad taste. I seriously believe this man is to be booked under the Central Act (Prevention of Atrocities to SC/ST People). Please forward this article to the SC/ST Commission. If it finds that there's prima facie case, they can proceed in accordance with law. I believe you have a legal duty, as the Editor of TIOL. I am awaiting further progress in this case to be reported in TIOL.

Anonymity in public spaces is not a virtue. I expressed my personal views, which I am fully aware will not be acceptable to 100% of the esteemed members of Taxindiaonline. If you find something unacceptable you can be frank with your views. No need to hide please. I presume that you had difficulty in comprehending my article, hence some apparent feeling of outrage. I shall try to make it more intelligible.
The Revenue Secretary wrote a letter to the CBDT which was not in proper decorum. The IT officers protested. Then the IT Association protested. My article pointed out that the Revenue Secretary who is from the IAS but junior in Service to CBDT & CBEC Members could have been motivated by inter service rivalry. Was rivalry needed ? At least 50% of IAS are former Central Service or IPS officers. Why only a few officers make it into the IAS ? Marks,valuation methodology, vacancies in different states, and reservation policy. A meritorious candidate missed out because someone else was entitled by way of reservation. What is wrong in what I have stated ? Have I criticized the reservation policy or told anything which is not a fact ? Have I made any wrong statement ? Please understand that it is only a viewpoint. Such views are expressed openly everyday in TV debates and in the print media. Hope it is better understandable to you now.
The thrust of the article was that irrespective of which service a person belongs, proper decorum and etiquette has to be observed.
Hope you now have a better clarity and understanding of the issue.
