GST Council - A Baby likely to be born with major Legal & Constitutional handicaps

It means:

1. GST seems to be impossible w.e.f. 01.04.2017, Reasons are ratification by 15 States (now 12), may take a month from now - means end of September. 60 days to constitute GST council - means end of November. Creation of GST Council Secretariat, rules of business etc - may take another month or two - so we are in December end. Then comes the drafting of laws CGST, SGST and IGST and to be passed by Parliament and State Assemblies - when and how???

2. The tasks before the GST council are so practically time consuming that only miracle can get done.

3. Lastly be ready for dispute infested, ill drafted rules, high GST rate and inflation, low to medium exemption threshold and forget about the existing credits, incentives, exemption zones etc.
