Small Businesses - Allowing States to collect IGST & CGST may warrant another Constitutional Amendment?

Sir, Nicely discussed article on the need to go in for dual control on GST tax matters keeping in view of the taxation powers vested with Centre and the State Governments. My observation is limited to the need of Constitutional amendment. Whether amendment is required to allow States to collect IGST as opined by the learned author. In case of Central sales Tax involving interstate sales, Central Sales Tax Act 1956 is enacted by the Parliament as per entry 92A of list -I, 7th Schedule to the Constitution, empowering States to collect such tax under Section 9(2) of the said Act. Is such a law not possible without Constitutional amendment if the Parliament so desires to let States collect IGST. Although, I personally feel that IGST needs to be collected by the Centre in line with Constitutional provisions.
