Through repeated messages, all the members of Ayakar Pariwar were requested to issue all the refunds by April 20 2011. While the CBDT greatly appreciates the hard work put in by most of the officers & staff, it expresses its displeasure over the indifferent attitude of some of our senior officers towards our junior colleagues.

With the intention of getting a first- hand feel of the conditions prevailing in our Muffusiloffices, the Chairman visited some of these offices & interacted with colleagues posted there. He was hurt&painedto find that:

++ The officers & staff were neither aware, nor made aware, about our official website – http://www.irsofficersonline.gov.in & the Messages from the Chairman's Desk;

++ They were ignorant about the CBDT's advice to issue all the refunds by April 20 2011. Paper returns were not even segregated into refund & non-refund cases;

++ CCIT& CCIT(CCA) apparently had not visited these offices;

++ There was a total disconnect between the CCIT & the staff;

++ Some of the stations were not provided with operational vehicles allotted by the CBDT;

++ Offices were cluttered with old / obsolete furniture &typewriters, dilapidated desert coolers, broken tube lights - all covered with thick layer of dust; &

++ Basic amenities like water coolers were not functioning.

The CBDT does not approve such apathy &indifference &advises all the CCITs & CITs to:

++ Regularlyvisit all their Mofussil offices ,

++ establish a connect with the officers & staff posted there, motivate them & provide them with the best of office conditions to enable them to give their very best to the nation,

++ Create awareness about the Deptt‘s website http://www.irsofficersonline.gov.in &

++ Thus assume leadership role.

CBDT admires the hard work put in by most of the officers & staff to ensure issue of refunds by April 20 2011

Despite our best efforts, in a large number of cases we have failed to issue refunds merely because of inaction on the part of some of our officers in migrating PANsto the outstation Officers, who are in possession of the paper refund returns. In order to process all the refund paper returns& issue refundspromptly, all the CCITs & CITs are advised to immediately complete “ PAN migration exercise ” & submit a compliance report by May 05 2011.

2. In some of the cases, it is observed that tax demand has been created just because of TDS mismatch. CBDT appreciates CCIT(CCA), Delhi & his colleagues for incorporating following sentences in the demand notices issued in such cases:

“The demand is arising as the pre-paid taxes claimed by you are not matching with the data available in the system. You may, kindly, write to AO giving proof in support of your claim. You need not come to the office and the rectification will be done.”

3. On verification of TDS challans,necessary rectification may be completed by May 20 2011 & a compliance report sent by May 21 2011 .
